According to him, during the “12th Five-Year Plan” period, the general idea for the development of the petrochemical industry was to transform and upgrade as the main line, adjust the industrial structure, optimize the industrial layout, increase technological transformation, enhance independent innovation capabilities, and actively develop high-end products. Variety structure and product quality, extension of industrial chain, development of recycling economy, improve resource and energy utilization, promote mergers and reorganizations, eliminate backwardness, save energy and reduce emissions, and promote the healthy and sustainable development of the petrochemical industry.

“We will strive to increase the annual average growth rate of industrial added value of the petrochemical industry by more than 12% by 2015, and reach 15 trillion yuan by the end of the 12th Five-Year Plan period,” said the deputy director.

According to statistics, the total output value of domestic petroleum and chemical industries last year was as high as 8.88 trillion yuan, accounting for 12.7% of the industrial added value.

As for coal chemical industry, the deputy director said that during the “Twelfth Five-Year Plan” period, the industrial layout will be carried out according to the comprehensive conditions of coal and water resources reserves and distribution, ecological environment, and transportation, focusing on centralized control, upstream and downstream integration, etc. Build a coal chemical production base, encourage the combination of coal chemical industry and salt chemical industry, combine chemical companies with coal companies, and realize the integrated development model of coal-electricity. Efforts should be made to eliminate backward production capacity, persist in extending the industrial chain, develop downstream high-value-added extension products, and actively develop pilots for the production of blast furnace gas to methanol and methanol fuel vehicles.

“Currently, coal-to-olefins, coal-to-oil, coal-to-natural gas, and coal-to-ethylene glycol are still in the demonstration stage of industrialization.
